Help With Photoshop! How Do I Get Rid Of Jaggies?

Hey all,
I just bought photoshop Elements 4.0 and I'm stuck in the middle of my photo.I did the print off from the upload page, but can't find out how to reduce jaggies.

Hi Matt..

What are you doing ( USM...values applied...etc ) to have those jaggies?
Have you read some of the tutorials that you can find for example in the upload photo page?

I can't find the 'rubber' thingy Fergul is talking about in his tutorial.

USM. Expand again and sharpen. Now you have two layers, one with 1 USM and the
other with 3 USM’s. Three may be too much, but I have rarely used 2 USM. The odd
time I have used 4 USM’s on the Duplicate layer if it’s a bit soft still, try another
USM but be careful of over doing it, a lot of photographers fall down here. Select the
rubber at 100% Opacity and begin to rub out the jaggies, these are always on the edge
of the flaps top of fuselage and under the tail and logos.

Matt..

Perhaps right click with the mouse in some tools in the Photoshop but I don't know 100%. I use a simplified method to sharpen the photos and I don't have normally a rejection due to be oversharpened or soft...
