ATL And ORD Overviews

WARNING: the links will open full size 3-4MB pictures. But you can reduce the size of the image under it where it says "other sizes." I just thought it would be best to post the original so everyone knows what I'm working with.

Now that we got that out of the way, do either one of those stand a chance with any PS tweaking? If so, what sorts of adjustments other than the usual contrast, saturation, USM (which seems to only bring out noise in this case), levels, etc. Thanks for any help!
