Would This Make It?

This is an basically an unedited shot of the ATC tower at Kona Airport in Hawaii. Just wonderng if, with some editing, it can be brought up to level. Will it get ticked for motive?

Judging just the motive, I don't see a problem. There are plenty of pictures in the db of random airport buildings and towers.

Why grab a Heine when you can grab a Busch?

Motive is ok, but the picture is lacking the required quality.
As said in a previous thread, scanned images will have to be older ones and/or showing a very special situation.
