Canon 90-300 Lens Not Sharp Anymore

G'day all,

I've got a 90-300mm non USM lens which doesn't seem to want to take sharp photos anymore. I hardly get any more sharp photos out further than 150mm from it anymore. Is it me, or could this cheap lens be at the end of it's use by date?

Also when it's maybe 1/8th turn anti-clockwise from focusing on a distant object, it will focus clockwise full, then back anti-clockwise and finally focus.

Am hoping to get either a 80-400mm Sigma OS or a 100-400mm Canon IS next year anyway.

Any idea if the 90-300mm can be serviced and fixed?

Here is an image I took a photo of using one of those sharpness test kits.
The pdf is printed in high quality on photo quality paper, camera is on a tripod and am using remote shutter, with mirror lock up to stabilise the camera before snapping the shutters.
