I downloaded the original and tried in PS, the quality is just not there sorry to say.

Might also get a motive rejection due to the Tug.

(To make this message sufficiently long, why is it always referred to as "motiv," not "motive?" I've always wondered that.)

If I screened this image, unfortunately I would have to reject it for quality, blurry, soft, dark, motive, and level.

Jeff is right, both Martin and Hongyin´s opinions are worth to listen to, don´t discard them just because they´re two guys instead of ten.  tapedshut 
As for the picture, I believe it doesn´t stand a chance because it´s blurry (out of focus), for starters. It is also pretty dark and has some colour cast due to the tainted glass, IMO.

OK thanks for the advice everyone..I'll take note not to bother shooting through tinted terminal windows... Smile

Just out of interest though, how would I level this pic.?
There doesn't appear to be any fixed verticals to use as a reference.

No, you don´t have to do that. You´ll just have to be careful to compensate the tainted glass with either the WB or the colour settings in PhotoShop, in order to put the photo in some 'normal' colours.

I´d use the verticals in the tug. Although they´re a little to the right, I think that they can be a good reference. If you do so, you´ll have to check with the overall level of the pic, just to be sure.
