Duesseldorf is really good. Cologne has a viewing deck, but outside of Germanwings and Hapag Express not much movements. Most movements are freighters in the eventing.

DUS is really not that good in the afternoon. You can shoot from the B terrace all day long but in the afternoon you are limited to the Terminal A side which is the * Alliance terminal which means that you will only get Lufthansa, Condor, Swiss and SAS narrow bodies and maybe very few movements from terminal B (Tuifly, Air Berlin, Air France and British Airways are parked on that side).

There is also Brussels and the front park 1 . Even though it can't be considered as an official viewing area, the truth is that it works exactly the same as other viewing areas. The access is free (just use the lift right in front of the arrivals and departures) and go to the 6th floor (or the 5th if it is raining as the roof provides some shelter). You have facilities on the 5th floor just in case you need it, and you can buy food/drink on the airport shops on the lower floors.
You'll need at least 400mm there most of the time and the light is good during most part of the day to operations on the 07L-25R
