The top of the rental car center is fine. You're right, it's open to the public. But I don't believe it's actually PUBLIC PROPERTY, so you may still be asked to leave, or approached authorities.
I collected my rental car from there so was pretty much ok for photography in November last year. A cop car drove by, didn't ask me any questions.
To be honest I didn't really like the location, found the sun a little harsh, but I was there just after mid-day. I would've thought late afternoon and during sunset this location will produce some great shots of aircraft arriving on 26L and R
Here is a small over view of what you see from the the far corner, you can get aircraft in the air with nothing but blue sky as a background, or subject to Heat haze and lens a nice overview of the airfield and paint/maint areas.
