I just saw recent aerial imagery (less than 3 weeks old) where I work of the SAN airport and it looks like a lot of this parking lot has active construction and may have accessibility issues.

There is a green utility box near the perimeter fence that I know people have stood on to get over the fence. That area of the parking appears to be all torn up at the moment.

That area was indeed torn up, but they simply re-paved it. The parking lot is open and accessible now so it's still the main spotting location.
