Spotting In Nice Côte D'Azur [NCE/LFMN]

Hi, this summer I'm going to spend my holidays in Nice. I'know that Nice airport is not very good for spotting until 5 pm and I've got some questions. Searching the web I find two spotting location, the beach behind the Cap 3000 mall when 04L is the active runway for landing, and the famous beach in front of the Promenade des Angleis when active runway for landing is 22R. The problem is that I only have a 55-250mm telezoom and the spotting point are really far from plane. Is there other places where I can stay? I also see that there is a fence running all away the north west perimeter. Could I use a tre step ladder to shoot over it? Is there a point in the perimeter where I can do this without attracting police?
