Buy a DSLR camera instead of one with a fixed lens usually means that image quality will be better. They can be tricky at first and maybe even a little scary, but a Canon or Nikon DSLR camera is the way to go.

A larger zoom and higher quality don't necessarily go hand-in-hand. There's a reason prime lenses are typically the best - they only have to work at one focal length. The larger the zoom range, the more compromises you'll have to make in image quality.

To which equipment you upgrade depends entirely on your photography goals.

The price depends on how good the camera is.

they come out blurry

What shutter speed were you using? It may not be camera's fault. You can get non blurry shots if you set it right.

Last I checked the Nikon D7000 SLR cost roughly CAD $1,000 if I remember correctly.
