The seat in the middle is for the flight engineer.
The navigator has never been optional on this airplane. He has always been part of the minimum crew.
Initially, a radio operator was required, but after a mid-life update of the avionics, his function had become redundant.
Political officer? Nope. This was not necessary, because the crew members had been hand-picked of course.
