No, tis one was never intended to be an ekranoplan - it was intended as a VTOL. It has four engines - two of them were situated on its back.

Have seen photos in a Red Star profile of ekranoplans of this thing in two separate configurations: with inflatable floats, and with solid floats. I think it had ten engines (some mounted vertically).

I really like pictures of unusual aircraft. The Russians have built some of my favorites, and this is one of the strangest I have seen yet. Could it be somehow related to their Ekranoplan?!?
