CCCP-19172 Yes, that's an aircraft. Anti-submarine ground-effect hydroplane designed in 1972. This monster looks horrible even with wings and without - like now - it is total 'nightmare'. But it is rather interesting and cognitive. And good confirmation of true phrase - ugly airplanes don't fly.

This shot shows how scary this plane looks in this condition. When flyable it looks more like a science fiction transport, e.g. harvester transporter from Dune 2 PC game.

The most interesting fact is that the chief designer Bartini was an italian who moved to Soviet Union, but his ideas were too bold (VVA-14 is a good example), and almost none of his projects seen serial production.

I have seen old photos and videos of this beast with its engines and wings attached, and I feel it didn't look ugly. Unique or weird looking maybe, but definitely not ugly

Excellent photograph of what at least I think is a gorgeous looking aircraft, very sleek, interesting arrangement of the cockpit windows, even the hulls look quite nice. And as other folks have said, if ugly planes don't fly, what about the A380 or say the Storch?

What you see here is only the airplane main body, the engines, wings and tail are missing. This is one of three prototypes build to destroy the US Polaris missile submarines, The Bartini Project scheme start in 1959, first take-off 1972, Bartini project died in 1974.
