The faceted hemisphere is a radar warning antenna. Detects incoming radar signals.

Lookng at western maritime patrol aircraft, it has the same sort of hemisphere, and i think it is a look-down radar...and as one of the roles of the Tu-95 is maritime patrol, it could well be a look down radar
