When flyable it looks more like a science fiction transport, e.g. harvester transporter from Dune 2 PC game. http://www.airwar.ru/image/idop/xplane/vva14/vva14-3.jpg The most interesting fact is that the chief designer Bartini was an italian who moved to Soviet Union, but his ideas were too bold (VVA-14 is a good example), and almost none of his projects seen serial production.

And as other folks have said, if ugly planes don't fly, what about the A380 or say the Storch?

This is one of three prototypes build to destroy the US Polaris missile submarines, The Bartini Project scheme start in 1959, first take-off 1972, Bartini project died in 1974.
