I wonder why a fuel stop is necessary for a 744 VIP from anywhere in US to S Korea?

The only probability is that this is 747-400ERF whose range is 9200km and the distance b/w Washington & Seoul is 11185km....all other 747-400 have range more than this.....Ajay Jakhar from India

The flight schedule of this aircraft was from Mexico City to Seoul. B744 needed "fuel stop" to fly between Mexico City and Seoul. (SEL-MEX direct distance is about 12,000km)
