That is kind of weird to see the whole Presidential Airlift Group aka Special Air Mission=SAM planes all together in one place

There are no windows on the upper deck of a VC-25 because the upper deck is used for communication purposes, not for passengers. If windows were there, they'd be covered up with equipment anyway.

There is an upper deck, but it can not be seen because the window shutters are closed.

Please excuse my ignorance with this matter, but why does it take three aircraft to bring political delegates and/or the president to China (or anywhere else)?
The government of Canada uses a small private jet and chartered aircraft; much more cost effective and less polluting IMHO.
