Yes - this has been a really tuff bug to track down and we feel we have addressed the problem.

I absolutely agree with everything said above..we are not perfect and Anet is a massive complex evolving universe. That message is a Private Message (notification) which has a bug currently. The bug will not allow you to open the PM which is tied to the notification issue. We are working on a fix asap.
