Both unlikely IMHO. More A346 are moved to FRA in exchange for A380, and the A346 is generally slowly phased out by LH. As for the winter service, I doubt that the demand is there. Except that HU has been flying PEK-SEA for years (5+ I think). PVG-SEA started in 2015.
I know this is being reported as a reduction over W16, but I'm remembering the schedule as PEK-SEA 5x weekly and PVG-SEA 3x weekly...

I can see that happening. There's 3 daily SEA-EAT flights, and it's not too impossible to imagine that some of those 228 seats are connecting to the Bay Area. FRA-SEA on Condor will be daily from the end of May 2018, replacing the lost MUC frequency. Eurowings appears to be returning and extending their seasonal schedule from June 18 - September 24.
