How come when rampers load / unload bags on an A/C, why do they always put the bags wheels up? Is it easier for someone to pull? Do they fall less because there is nothing to slip on?

I have stayed at the airport Marriott a few times and it has decent views of the airport. May want to bring some binocs for extra close-ups, but you can get a good view of things from this property.

This comes up every so often. From what I recall, they park near the Luxor and fly government employees to a remote worksite in the desert. Might be CIA or a military test site.
