What I never got was when they were completing construction on the D gates, they made the gates wide enough to fit a 744 on the two end gates, but didn't bother planning for customs access. Not sure why people think delta is flying empty flights. I consistently sit in station briefings here and their load factor hasn't dropped below 84%, which has been the lowest I've heard. Usually it consistently hovers in the low 90%.
