It wouldn't be due to vacation or controllers not willing to pick up extra shifts. Facilities are required to staff to a certain number each shift. Maybe they had controllers on vacation with bid annual leave, which is guaranteed leave, and they didn't have enough available people to be assigned OT ...

Planes don't squawk a specific code for medical emergencies they have one they can use for emergencies in general. They were probably listening to ATC and heard it on the feed or have connections in the aviation industry.
