The Chinese are as capitalist as it comes, but they still can't handle sophisticated aviation design. A big part of the problem isn't their economic system, but the repressive autocracy that doesn't allow people to really grow from a creative perspective.

Incidentally, CMI is an ATC 5, even with the approach control. That makes it a good spot to train both tower and approach controllers to move to bigger places. CID and CHW are ATC 5s with approach and tower combined and is a Class C. There may be others.
