I'm not sure what aircraft the OP may have seen but there has been an F-16 flying circuits over Chicago all day long. Seems to be at around 15-20K'. I haven't seen any refuelers with it as was the case during NATO. I'm certain its up there to protect the airspace around the POTUS while he's in town ...
