That's not legal in normal circumstances, but ICAO has allowed for States issuing exemptions, to address various emergency situations resulting from the pandemic. AFAIK the minimum connecting time at SFO from domestic to international is 60minutes. And yes, if you miss that connection and the reservation is on one ticket, UA will have to rebook you.

Well I just booked an ACV-BUR-ACV trip with the $19 fare. With all the extras the total came to $68 r/t. I've spoken to some other people up here. A few (like me) are buying tickets for the "hell of it". Like me, they're going down to see friends and relatives and the fares are worth it. ...
