We have a thing called the FAA in the US.

They make rules and regs for Part 121 Ops

Part 121 rules state, no person may fly intoxicated. Simple as that.

It was generally regarded as a lost decade for AMR and a mistake that they didnt file sooner. I worked for them then. The TWA terminal with the 747s was the best! Quite possibly because it lasted the longest! Was a busy place until 1996...long after PA, EA and the 747s were retired at most US airlines

Re taxi times...keep in mind JFK uses 3 runways now during dep push. Not the case 20 years ago
