IAD-NRT at least used to be staffed largely by DCA-based crews. My mother worked it for years (by virtue of her seniority, not language skills) before she retired. Switching NRT for HND shouldn't change the fact of it continuing to be staffed by U.S.-based inflight crews.

Yeah, I didn't understand what you're asking either. Pretty much any city that has service to IAD could theoretically offer a connection to transatlantic service. Using your example of PIT, just because there are nonstop flights on other carriers doesn't mean PIT passengers won't connect through IAD...
