Things have changed multiple times over as far as Russian visa regulations go since 2003. But depending where you are from, you still need an invite or hotel confirmation.
And as mentioned, from EU, plus many other countries will be e-visa in 2021.
I do have dual citizenship, but it has been a while since I had a Romanian passport. Renewing that one is a pain in the ass, but it's something that must be done. Refueling with pax onboard or off-board is up to airline/airport policy. By the time the airplane blocks into the gate, fuel numbers are confirmed by pilots and fueling is complete you are looking at upwards of 40 minutes.
