Simple answer to this problem... weigh each passenger when they check in.. The weight does not need to show up on any screen against any one passenger but gives a running total of all passengers. They should weigh each pax whilst holding their carry on bags. That might also help avoid concerns some...

Mostly it's booked by freight forwarders, but yes sometimes also integrators like DHL/etc.
