Not quite. It is true that all the passenger 747s are out of service, though EP-ICC is still on ready reserve status. EP-ICD, a cargo plane, is still active (though infrequently flying).

I re-read the preliminary report:
It appears that the main cause to have been CFIT, possibly due to VFR approach in IFR environment (not icing). Though a lot of discussion about icing and non-compliance with AD related to that is included in report.
