Im only speculating here, but I guess it costs a lot of cash to have a "world database" for the NAV systems on aircraft. If you dont need the world, then dont pay for it. Guessing again.... but probably an AIRAIC update was entered in...... from the BA A320 fleet.... which only has Europea...

Sounds like Cuba not really offering a "free market" but you will have to apply for routes, and then operate them for Cubana rather than as themselves. Sounds like a way for the Cuban Gov to still have control on who they allow in and out of the country and follow their rules.
