I'm gonna disagree. If the city pair doesn't work for a network operator at 2022 labor rates, an independent operator with lower revenue potential but all the same expenses doesn't stand a chance. That said, I'm sure somebody will try it, either out of desperation or investor naiveté. Perhaps both....
