Flights being diverted to NRT, NGO and KIX or in some cases some domestics are returning to point of origin.

If it was an incident on the runway with a Coast Guard aircraft, what was going on with the tower? Wouldn't they know?

I just finished a year review on JAL based on 2018 completed data, they averaged 85% for the year. So they are above the 2018 average.
Their best routes seem to be: JFK, LAX, SAN, DFW, ORD

If there isn't business traffic to sustain such long flights, there won't be any nonstop flights. Also there are lots of options for one-stop iteneraries. Depending on which African country is a desired destination, one could fly to SIN, DXB, DOH, IST, FRA, AMS, LHR, etc. to connect to destinations...
