Looking at the Boeing order report on their website for the 767-2C , the last order (lots 6 &7) for 27 aircraft has been recorded at February 2021, that's FY 2021.
Perhaps lot 6 has been approved earlier in FY2020 (before Oct 01th 2020) by the USAF ?

Sadly, the three remaining Lufthansa MD11F's (D-ALCA, -ALCC and -ALCD) seem to be going to Western Global i.s.o. UPS. A nice, quick HMV and a lot of TLC are now probably not destined for these three MD11F's. Hopefully they will remain active and will not be used as spare part donor or stored forever...

Wait... even a basic FPGA programmer can easily produce complex LCD touch sensitive graphics using modern LCD or LED panels and in some cases there are innovative immersive display hardware options with 3D imaging and clever optics.. so probably there are professional groups who can produce HMI pan...

If you need relative cheap extra airlift, to be operated at the same infrastructure and by the same flight and maintenance crews, i would suggest a more straight forward military 767-300F*. * 767-300F with KC-46A flightdeck and PW4062 engines. Only a STC for the "KC-46A style" flight deck ...

From what table you calculated these figures (table S1, i couldn't find : page ?)
Looking at all figures I was overwhelmed by the operating costs of the F35A, even higher than the F22.
For the future "mainstay" of the USAF this is IMO unacceptable.
