This is Southwest's February 2001 route map. To be fair, that mall down the street from MDW has one foot in the grave and the other on a banana peel. With that said, as we've seen with the annexation that ORD made with Bensenville, it would seen entirely possible that some annexation could be done potentially around the surrounding areas of MDW.

What you seem to have with ORD and Eva is a omitted variable bias. The missing variable is that Chicago is a large city with what appears to be a good economy, and a busy airport. And this is 2nd hand information. LY was set to announce ORD, however it failed the very strict security protocols that Israel and El Al has in place for airports to be considered LY destinations.
