While it's absolutely true that the ground handlers should have made sure that the bay was clear, surely some of the responsibility would fall on to the pilot as well - it's their job to ensure safety of the aircraft at all times, regardless of what mistakes other people might make?

I recall recently reading my law and seeing that the safety briefing can be skipped provided 'the pilot-in-command can be certain that all passengers are already well informed about the procedures'

Is this true for commercial as well, or just for private flights?

The super late touchdown is weird enough in itself, but what confuses me the most is why the PA was SO late. The pilots announcement was on *short* finals, and the FA's one was pretty much on touchdown. Almost pointless doing it then....
