Of note as well is there isn't a pilot early out package to my knowledge as ALPA needs to sign off and I don't believe that has happened. Pilots are a large group of that 90,000 employees.

Not quite, no more leaves or extensions will be given for ACS in Atlanta (assuming other workgroups are not affected but not sure) but all previously approved leaves will continue. Not everyone is coming back, but they're going to get what anecdotally seems to be a fair bunch of people back like me...
