KLM: Is There Any NO NON-REVS Period?

I am trying to find out if KLM has a period in the year when they do not accpet Non-Revenue Passengers, even if there are empty seats left. I know that some airlines do, for instance during the Easter time, and also on Christmas/New Year. I would appreciate any info on this. Thanks! ARG
