Whats Going On With Vueling 3424?

Hey all of my fellow A-Nutters!! My brother is flying from Ibiza to Madrid on Vueling flight 3424 and it has been delayed by over six hours! Anyone have any additional info? All the website says is "Operational reasons" Any help would be greatly appreciated!!

Why do some airlines not number their seat rows continuously? Ie why is first rows 1-4 Business is 7-11 and Economy starts at row 20?
is there any method to this madness?
