No, the aircraft must be free and clear of the ground for it to count. Therefore, if you are trying to collect a rare/special aircraft, airline, etc. you cannot relax until the wheels have left the ground. If many avgeeks are onboard, you may notice an audible sigh of relief at that moment.

If their offer is supposed to be USD then that is a complete scam. No way such a small amount of miles could be worth that much.
