How do airlines decide which cities become crew bases? I always assumed it was only at the hubs. But I recently flew a Delta flight from LAX-LAS and they announced that the crew were San Francisco based. SFO is not a hub for Delta and they only fly from SFO to a few other cities (all DL hubs).
