I guess there are also transfer passengers among outbound flights, and Cathay crew are based in Hong Kong unlike foreign airlines, which make them stay in Hong Kong after flights, which cause the government to be concern about it? They didn't elaborate on it in the TV news. Not sure if that is true...

I once flown from HKG to BNE, arrived on Sat 11pm, spend one night at the airport hotel, then board the QF Antarctica flight on 6am.
The QF flight returned to BNE around 9pm then I immediately connected to the 1am CX flight back to HKG.

My guess is CX if not counting Emirates. QR isnt a bad guess but they do have alot of narrowbodies even if they have many higher capacity aircraft. Ref boarding from the tarmac: how uncivilized. And Europeans brag about their civility. There is this thing called the American Disabilities Act. It's difficult to board from the tarmac if you are in a wheelchair. The person has to literally be carried up and down the stairs, sometimes in the rain....
