Gateway Airport announced today that Swoop is returning to IWA/AZA on November 17th with service to Winnipeg, Edmonton, and Toronto. I believe this is the first time that Toronto has been served from Gateway. Correct me if I'm wrong.

I suspect this nothing more than a power play..Quite a bit can happen in a month. The DOT has already used this method in various cases involving India and China. A resolution was agreed to before the sanctions went into effect.
