It mostly has to do with traffic counts and complexity, which is why you'll find that most centers are levels 10 and above. Level 12 is the highest.

The sector you are referring to, is 58. which is commonly combined up with 57 (134.0) They work most east coast MCO arrivals and departures and southbound overflights below FL340. The area is South.

From what I've been hearing the only ATC people that could be affected would be trainees not certified on anything. So training will stop and they will be furloughed. Again this is just what people here are saying and may not be true.
