So far they've only received one A350. The A340 is still operational (two of them, think?).

The reason for the stop could be anything. Diplomatic business (most likely), crew change on a naval vessel (they sometimes get to ride these aircraft if they're lucky), refueling, MX (lol), etc...

Testing and quaratine-ing the whole country would be quite a logistical challenge. A mild lockdown and testing of everyone with symptoms + contact tracing would be enough.
