Same reason why there are only 4 daily flights on LGA-IAD, all on regional equipment. Beyond connections, it makes little sense to fly between a close-in airport and a far-away airport, you don't get much of a revenue premium.

I'm more surprised that none of the ME3 currently serve KBP. I know, Ukraine's isn't doing particularly well at the moment, but surely it has to be a larger market than many former Yugoslav destinations, right?

Russian overflight rights shouldn't be a problem, as avoiding Russian airspace on LGW-SIN only requires a less than 1% increase in flight distance compared to the great circle route.

Very low yields. Willie Walsh has stated that he intends BA to capture high-yield traffic out of London. It's more likely for Norwegian to start the route than for BA to restart it.
