Wouldn't rigging neutral up one degree result in one degree less aileron up travel and add one degree down travel? Generally the actuators have a set amount of travel, unless they replace the actuators.

Not sure about the latest acft, but when the 762 came out with composite flt controls, they had foil imbeded in the surface to transmit static buildup to the static discharge wicks on the trailing edges.

I really don't believe it's the wind. Something to do with the internal valving or negative pressure in the return hyd line. For example; all DC-10 rudders tend to deflect to the left while parked. Is the wind always blowing this way?

It's a radio antenna. Satcom I believe. We had trouble with them a few years ago , the mounting screws that went into pocket nutplates were too long and pushed the nutplates loose in the fuselage.
