A jet stalling and flaming out are 2 different things. A stall as described above is basically when the airflow through the compressor is disrupted and the engine surges. A little more on the DC8. Many of the aircraft used to have a sextant port installed in the roof of the cockpit. The navigator would get his fix using that port.

Early B747's also had this port. As INS became more prevelant and reliable, this port was renamed the smoke evacuation port.

Basically, it's a program or certification which the aircraft and the operator must conform to in order to operate a twin engine aircraft over 60 minutes (on one engine) from a suitable airport.
