Fuel stop at KMWH makes no sense at all if it was going to CYYC. I bet the final destination for the load onboard is KMWH and the stops at CYYR and KMSP were for fuel. The ATCSCC lowers the arrival rate to favour departures to avoid grid-lock.
An arrival rate of 36/hr is basically landing 1 rwy, therfore they can depart on two.
