They are talking about moving customs but I don’t think anything is imminent. They put out an RFP for it a year or so ago. You missed tphuang's point: people don't need to connect to get to LGA (or more broadly NYC). The NYC airports typically have n/s service to 200+ destinations. LGA isn't GRR or ISP!
